I've lived in the elgin avenue area for a while, almost 10 Years & witnessed the neighborhood going through so many changes. The Raley's got remodeled, the Surf Thru carwash was an empty lot until it's construction & opening in late may of 2024. 1350 W 7th street was a CVS that was pretty much rebuilt before it was closed August 26, 2025.
Since this CVS location closed, it was used as a camp ground by some aggressive tweakers until the dumpster corral was locked up, you still had a few here & there. Until mid 2026, the fate of this building was unknown, the RGJ posted on their website discussing how the well known discount retailer has filed permits. We all know filing permits isn't really final, when a sign gets put up, it's like the store front equivalent of getting into the pool. The photo on the top left clearly shows a sign, indicating it's official. The photograph on the top right shows a stack of what appears to be brand new shopping carts.
You may be wondering what they'll be doing with the drive thru window previously used for picking up medications, the security shutters are down for now, it could remain down or be patched but it's unlikely the money would be spent to remove & patch a huge wall. It would be great for pickup orders if they decided to participate in selling through doordash or uber eats, they could even start some kind of pickup service & utilize the window. Not really sure they'll be using the window, it sure would be great for testing out some kind of quick pickup service.
I took this photograph on Monday night, you'll notice the great amount of progress since the photo taken on Friday, September 4th. As you can see, the aisles are kinda formed but there aren't any shelves yet, the shelves might be somewhere on the floor behind that ladder. The store might need some checkout lanes, the previous setup featured a counter near the door & the pharmacy at the back, dollar tree usually have some checkout lanes in the front. Since dollar trees typically don't have pharmacies, that area would most likely be used as an office or storage room.
I decided to take another photograph of the inside of the store, this was taken on Sunday at around 11:20PM. The shelves still aren't up but the sides of the aisles are up, at least most of them, they have holes so there is a chance they'll be used for displaying products using some hooks. They have also added the window sticker on the store with the typical dollar tree window sticker, I could see through the window last time I went out.
